''I've heard that a gathering was held to open the Hokuriku regional branch of KSD,'' said Eiichi Miyamura, a Mori personal aide. ''It was five years ago and I don't remember clearly, but I'm sure that free admission tickets for it were brought in.''

Miyamura said he did not remember exactly how many tickets there were, but that they were simply left for free distribution.

According to KSD documents, 15 million yen, listed under ''outlays for a public concert'' and ''expenses for facilities,'' was used to organize the event. The event, however, was never publicized in the KSD newsletter for members.

Mori had been scheduled to address the gathering but canceled the visit owing to a change in his schedule, sources said.

Koseki met with Mori in 1995 in which he called for the establishment of a select committee in the House of Representatives on small and medium-size businesses. The discussions were published in a KSD magazine in August that same year.

The KSD was founded by Koseki in 1964 under the supervision of the Labor Ministry as an insurance union on industrial accidents for small and medium-size businesses.

Koseki, 79, was indicted late last month for embezzling KSD funds.

Tadao Koseki, the former president of the quasi-public insurance group KSD and under arrest since Nov. 8, spent 15 million yen of KSD money to stage a musical event in 1995 and gave close to 1,400 free tickets to a political support group for Prime Minister Yoshiro Mori, sources familiar with the case said Monday.

The sources said Koseki staged the concert featuring popular female singer Sachiko Kobayashi in Kaga, Ishikawa Prefecture -- Mori's constituency -- in September 1995, billing the event in internal KSD documents as part of KSD publicity activities.

The concert was held Sept. 9, 1995 in the Kaga City Cultural Hall. The hall has a capacity of 1,426 seats, and 1,390 tickets were given to Mori's political support group, the sources said.

Koseki, who had been channeling political funds to the LDP since 1991, apparently sought to cultivate Mori, the Liberal Democratic Party (LDP) secretary general at the time, as part of his strategy to build ties to powerful LDP politicians.
